
My brother is 250lbs and 6′4″.
What mountain bike would be excellent for him ?
So far I see 20″ and 26″ frames , would he need something larger ?

It is just to get him to and from work in Chicago so it is all mostly pavement.
And he was on a neighbors mountain bike but he did not like how the seat and handle bars were level with each other , he said it was terrible on his back.
What specifications must he look for ? Frame size ? Wheel Size ? Frame type ?

Bikes sold in supplies like Walmart come in only one size that would be too small for someone that tall. If your brother does not like his handlebars at the same height as his saddle, he will need to buy a bike somewhere they sell in sizes to fit tall people, that will be in a real bike shop. Those bikes you show are really unsuitable on the road, suspension is not only unneeded, it is undesirable for riding on pavement, it really makes it harder to pedal the bike. 26″ would be a wheel size, not a frame size, and 26″ wheel bikes can be made in different frame sizes, so you have to be measured for your right size
By no means buy a bike from Walmart or any other department store. They only come in one size and are junk. A full suspension bike like that is the worse thing that you could get to ride on the road. At his height the only place to find a bike that will fit is a bike shop or a used one on the local ebay or Craig’s list. He will need at least a 23 inch frame and a commuter bike like this, not a mountain bike.
