Go to a bike store. A real one. Not Walmart or some other “off the rack” store. They will measure you, and tell you the best frame size for you.
I’m 5′2″ and just bought a trek pilot 50cm WSD (women’s specific design). Fits fantastic. But, listen, you are going to need to be fitted in a bike shop. Don’t be too bowled over if you need to go with 650cc wheels instead of 700cc. Just go with what fits!

The height of a bike is measured according to the inseam of your leg. There is more than just frame size to consider, so as others have said, nothing beats getting fitted at a shop.
As a general rule for road bikes, here is the formula:
0.67 x inseam of leg (cm) = ________
As a guess on height alone, I would go with 49cm

Go to any one of the local bike supplies in your area and try bikes in your size. Make sure they fit you.
I’m 5′1″ and depending on make and model also top tube length, stem height and angle ride anything from a 47 cm to a 50. Also you may need shorter crank arm set like 160, most come with 165, 170 standard.
Try lots of bikes and one will just say “take me home! I’m your bike” Excellent luck, fortunate shopping.
